This tool outlines master strategies for occasioning social change within very large systems. It can be used to generate new strategy, or to check the efficacy of strategy developed during strategic planning sessions. This is not useful as a “productivity tool” for making more productive plans, but does create an avalanche of social change from precisely targetted whistle points of energy input over a several year time frame.
